My best guess is that this vid is supposed to be some sort of "dress rehearsal" for a spanking video, but it more closely resembles a Fellini-esque free-for-all.  It opens with two "cheeky" girls talking to what I gather was supposed to be the director, in front of a long table populated by  what appeared to be British carny performers -- but turns out to be fellow "actors."  The two girls in question don't want to learn their lines, so they are punished via spanking, paddling and caning. And so goes the video.

All things being equal, this spankfest is rather on the dull side, with static camera angles, muffled sound, and repetitive (to the point of boring) action.  There are a few hilarious moments but they don't last long enough to warrant recommending this video.
