Ofcom Fines Tube Site Xgroovy £730,000 for AV Failures

LONDON—Ofcom, the United Kingdom's digital regulator, has fined the operator of adult tube site Xgroovy.com for failing to comply with the sweeping Online Safety Act, including by not having age verification checks in place for British users.

Ofcom said in an announcement that Xgroovy.com was fined twice for a sum totaling £730,000, which is about $990,000.

The first fine, of £700,000, was for Xgroovy's operator failing to meet age check duties required under the Online Safety Act during the time frame of July 2025 to November 2025.

An additional £30,000 penalty was levied for Xgroovy failing to respond to a legally-required request for information.

"We will also impose a daily penalty of £200 per day until the information is provided, or 3 November 2026, whichever is sooner," Ofcom's statement reads.

George Lusty, Ofcom's head of enforcement, explained in the same statement, "The message to adult websites is clear: put effective age checks in place to keep children from accessing porn."

Lusty added, "If companies fail to do this, or ignore legally binding requests from us, they should expect to face fines.”
