The Free Speech Coalition (FSC) has released comprehensive guidance to the evolving age-verification compliance landscape. Compliance with U.S. Age Verification Laws: A Toolkit for Adult Websites provides adult businesses with clear, practical guidance for navigating the growing patchwork of state age verification mandates.
Half of U.S. states have now enacted laws requiring adult websites to implement some form of age verification. Each state’s law is different—varying in thresholds, methods, enforcement, and penalties—creating a complex and often contradictory legal landscape. The FSC Toolkit breaks down these requirements in plain language, compares verification methods, explains enforcement mechanisms, and offers insight into potential defenses. It includes state-by-state summaries, practical compliance considerations, and resources for businesses of all sizes.
“The laws are confusing, inconsistent, and in some cases nearly impossible to follow,” said Alison Boden, Executive Director of the Free Speech Coalition. “This toolkit gives our members the information they need to evaluate their risk, understand their options, and make informed decisions about compliance.”
