Whether or not this footage is actual surveillance is of little consequence, though evidence seems to point to the possibility that it is a dramatic recreation.
The first scene claims to show co-workers having sex, and the point of view of the camera is behind a slit of some sort, presumably a cracked door. Strangely, the slit moves as though it was a piece of cardboard attached to the camera. Perhaps a keyhole would have been more believable. There always seems to be some obvious visual clue pointing to the reality of the situation, and the viewer will undoubtedly suspend disbelief and go along for the ride.
The supposed footage shot by a boy of his parents has a Blair Witch Project(tm) feel. In real porn, jerky footage, unclear images and difficulty seeing either the performers faces or genitalia would be viewed as a flaw, but in this surveillance video verité release, it is all a visual style.
