With Dita Von Teese on the box, High on Heels is sure to draw in the fetishists. High on Heels takes place at a shoe store run by an effeminate salesman who eagerly waits on Dita and her friend Stacia. The ladies arrive dressed in their Bettie Page-style fetish outfits and try on one pair of shoes after another.

Intercut through the shoe store footage are various fantasy pieces mainly involving Dita playing sub to Stacia. Eventually, the shoe salesman enters the fantasy and the girls put him in a wig, a dress and plenty of make-up.
