A psycho killer is supposed to be on the loose, but in reality is just a mild soul who tickles his female victims into orgasm with an ostrich plume.
And so this dopey little melodrama unfolds with Jon Martin as Sgt. Joe Thursday and his half-wit assistant (Blake Palmer) hot on the trail. Naturally, all the victims are bimbos. And all the victims are prostitutes. So Thursday figures why not set up a bimbo prostitute as a decoy.
Eliciting the help of bimbettes Alicia Monet and Megan Leigh, Thursday must work on the vaguest of clues: the tickler had a "smooshed down nose," courtesy of a stocking over his head.
Laurel Canyon as police officer Tucker, the decoy, is about the hottest item going for this feathery escapade. Crotch tickling abounds, obviously, as does scene chewing.
Incidentally, Mike Horner plays the part of a bad cop, turned tickler. Once he's caught, Martin tells him he'll have to suffer through the boredom of incarceration. Actually, Martin's review is better than mine.
