Black (Sean Michaels) is still mad at his ex-girlfriend, Dominique Simone, who is now going with Tom Byron, an up-and-coming young politician.  There's nothing Sean can do to Dominique directly, so he's out to ruin Byron's career and as his engine of destruction, he uses Jeff Coldwater.  Jeff, in this non-sex role, gives the performance of his career as a slightly-more-than-a-little-psycho dirty trickster.  He uses computer imaging to make it look like it was Tom in bed with Jaguar instead of Cal Jammer, and he gets video of Brigitte Aimé compromising Tom's doublecrossing campaign manager (an unbilled Jonathan Morgan).

The story is better than the action, which is only occasionally above average, with the Byron/Dominique opener being the best.  A drastic change of pace from part 1, which dealt with ghetto violence.
