Welcome to the newest government agency, the Bureau of Discipline. "Mr. Donner" administers corporal punishment to deserving dames in three videos. In Vol. 1, Christy visits the Bureau twice for disobedience. The second time, she is with her sister Lisa. Lisa also gets a solo round with Mr. Donner. In Vol. 2 school teacher Cybil gets a taste of her own disciplinary medicine from Mr. Donner. Baby gets a robust spanking for her laziness. Later, a drunken Cybil returns for another long bondage and spanking session Vol. 3  has more of the same. This time, Christy visits twice (once with Baby) for more punishment, and Baby gets her second solo spanking.

Action-wise, all three volumes deliver, with the girls wiggling and crying most convincingly. The silences in Vol. 2 drag on forever. Technically, the pictures range from grainy to fuzzy, and the soundtrack is nearly impossible to hear. The technical flaws outweigh the content virtues, so you should probably spend your money elsewhere.
