The Dick Detective answers complaints from neighbors regarding men jacking off in their apartments in plain view of the neighbors. The storyline is weak and doesn't make much sense. In the first scene a creepy guy rubs his crotch nervously while talking on the phone. Moments later a highway patrol officer in full uniform, including helmet, shows up to stop the masturbation. The sex is pretty standard but all the bootlicking and the variety of uniforms keeps it somewhat fresh.
