Saipan Officials Push New Adult Zoning Measure

Area officials are seeking an author for an adult business zoning bill for the archipelago of Saipan and the Northern Islands. The bill aims to contain adult business establishments in certain areas on the islands, which host an estimated 100 adult businesses.

"We don't know yet who will sponsor the bill," Zoning Board chair, Henry S. Hosfchneider, told the Saipan Tribune. "No one has come up to author it."

The zoning board has proposed that through public consultations, adult businesses would be placed and regulated in designated zones. The board has not identified these sites yet.

As such, it is unknown yet if the current adult businesses would be asked to relocate. However, according to the Tribune, if passed, the zoning bill would consider existing adult businesses — everything from adult arcades to sex shops to massage parlors — outside the designated zones as nonconforming. Owners would be required to stop operations within one year unless an extension is approved.
