Police who fight child porn on the Internet say their jobs are getting even harder, thanks to the growing popularity of "quick-cams," cameras that allow instant transmission of pictures over the Internet. \n At a recent Interpol police conference meeting in Ottawa, Canada, law enforcement authorities said that, all too often, the combination of a computer, a camera and an unsuspecting child is all it takes to generate more child porn for computer-literate pedophiles. \n In some cases, an adult may abuse a child on camera for a worldwide audience, Julian Fantino, president of the Ontario police chiefs' association, told police officers from 38 different countries at the meeting. Sometimes, though, it is even more insidious. \n There have been cases in Ontario in which pedophiles in search of kiddie porn have been able to persuade children at home to perform solo sex acts while the cameras on their parents' computers catch all the action. With no one in the room and a persuasive voice on the other end, children drop their defenses, an Ontario police detective said. \n Meanwhile, the images are being downloaded, stored and then distributed around the world over the Internet. \n When these cameras first came on the market, they cost thousands of dollars. In recent years, the price of the cameras have dropped to only a few hundred dollars or less and they are becoming more popular among home computer users. \n In Canada, the Project P task force on pornography used to devote only 10 percent of its workload to child porn. In 1993, Canada passed a law making it a crime for anyone to possess materials showing people under 18 having sex. Now Project P spends all of its time on child porn cases, 60 percent of which involve the use of the Internet, chat rooms and Web sites. \n Internet technology has outpaced the ability of the police to prevent its being used for child pornography, Fantino told a reporter between sessions of the conference. "At the same time, police generally have to go cap-in-hand begging for resources to keep up with these trends and challenges. And that's the advantage that the pedophile movement has."
