PRE-EMPTIVE XXX BIZ STRIKE

This upstate New York city is preparing to crack down on adult businesses. The thing of it is - they have none for now: the only known such business in the city in recent years, Pandora's Video, moved to an industrial area outside the city boundaries earlier this year.

But the City Council held a public hearing recently on proposed zoning changes aimed at regulating adult businesses tightly. They'll consider the measure Dec. 13. It would restrict adult businesses to industrial areas, mandate special-use permits, and create new 500-foot buffers between residential areas and adult businesses.

The proposal defines an adult business as having at least 15 percent of its stock or display space devoted to sexually-oriented materials.
