ICANN Rejects Dot-XXX Domain for Adult Sites

The board of directors for the Internet Corporation for Assigned Names and Numbers once again has denied approval for ICM Registry Inc. to administer the proposed dot-xxx sponsored Top-Level Domain.

ICANN's board voted nine to five against the proposed agreement at its meeting May 10. Votes against the agreement included those cast by all three ICANN executives: Chairman Vint Cerf, Vice-Chairman Alejandro Pisanty, and President and Chief Executive Officer Paul Twomey.

ICM’s application has received much public comment and detailed discussion by the ICANN Board over a period of about six years. Discussion among board members at the meeting May 10 focused on the criteria for the sTLD, especially for sponsorship by the group meant to be served by the domain, and the terms of the contract proposed by ICM, including compliance issues related to key terms associated with public policy concerns.

In April, ICM proposed additonal terms in response to issues raised by ICANN's Governmental Advisory Committee, particularly at ICANN's meeting in Wellington, New Zealand, in March.

ICM requested that the ICANN board vote on the proposed contract at the May 10 meeting.
