Winnipeg Considers Adult Restrictions

WINNIPEG - City officials are considering a proposal that would require escort services, massage parlors, adult-only saunas, lingerie modeling studios and other adult entertainment venues to be at least 300 meters or nearly 1,000 feet away from parks, homes, recreation centers and other public facilities.

The proposed zoning measure would amend the existing 1993 law that requires the same distance requirements for adult video stores, CBC News reported Thursday.

But Winnipeg Councillor Harvey Smith, who represents the inner-city Daniel McIntyre ward, said he is angry that the same buffer zone rules would not apply to the downtown area, where most of the citys adult businesses are concentrated.

“To me, it’s just ludicrous. It's discriminatory against residents in the downtown area,” Smith said.

City officials said the proposed measure is in its early stages, but they would not comment further.
